Less than 10% of children living in Sofia’s largest Roma neighborhoods were enrolled in kindergarten last year. Low-enrollment is linked to a variety of social and economic reasons. However, the Equal Opportunities Initiative Association (EOA) has identified one additional barrier—the creation of a computerized system in 2008 to manage kindergarten enrollment in Sofia. The EOA is addressing these problems by helping mothers create I-net profiles for their children, and by following up to ensure that parents successfully navigate, understand, and learn how to use the system. They will then monitor each profile and assist parents to enroll their children in kindergarten. Once the children are enrolled, three mediators will work with children and their families to ensure their daily participation in kindergarten.
